Buildings Energy Efficiency Ordinance (BEEO)

Building Energy Code (BEC)

The BEC is for newly constructed building and existing building. It regulates major retrofitting works that no effect on existing installation. In BEEO, there is four Central Building Service Installation (CBSI), Lighting installation, Air-conditional installation, Electrical Installations and lift & escalator installation. (The detail of four CBSI can be found in COP of BEC)

The definition of Major Retrofitting Works:

Addition / replacement of a main component of a central BS Installation including:-

  1. a complete electrical circuit at rating ≥ 400A
  2. a unitary air-conditioner or a chiller at rating ≥ 350kw (cooling or heating)
  3. motor drive and mechanical drive of a lift, escalator or passenger conveyor
  4. Total or within 12 months aggregating ≥ 500m2 in a unit or common area

  2. Common area for industrial building & residential building
  3. Composite building (exclude residential or industrial units)
  4. Hotel & guesthouse
  5. Educational building
  6. Community building
  7. Municipal building
  8. Hospitals & clinics
  9. Government building
  10. Airport passenger building
  11. Railway building

Energy Audit Code (EAC)

The owner of a building is required to carry out Energy Audit every 10 years. It is required to obtain and submit the Energy Audit Form and Report to EMSD for record.

The coverage of building:

  1. Commercial building
  2. Composite building (commercial portion only)
